How To Remove Villagers In Animal Crossing New Horizons

You are not able to do this early on. You must progress through the main story until Isabelle arrives on the island. Isabelle takes over from Tom Nook in the daily news briefings for your island and once your Resident Services building is upgraded, she has a small office on the right where you can speak with her relating to many island features.

There are several options when talking to Isabelle. You can talk about island evals, change flag and change tune. The final option, Discuss a Resident, is what you're looking for. When you choose to Discuss a Resident you can then select a resident and make a formal complaint. This will, in time, remove them from the island for causing problems. If you're able to stomach the guilt of making a poor duck homeless for no other reason that having a personal issue with its appearance, that's on you.

If the resident option isn't available, you may need to raise the image of your island first. Once you reach the "Project K" part of the story, it's definitely available then.
